Since 1993, Taiwan has been considered as having an ageing population according to World Health Organisation (WHO) criteria. With almost 20% of its inhabitants aged over 65, Taiwan now has one of the world’s oldest populations. This presents a number of challenges, including the need to provide care services to address citizens’ lack of independence and social isolation.

The Mennonite Social Welfare Foundation, which is active in Hualien and Taitung Counties, works to promote the wellbeing of the local population by providing healthcare assistance, comfort and support to those in need. It helps the most disadvantaged people to overcome poverty and lead healthy, peaceful lives. 

The "Long-term aid programme for vulnerable and elderly households, and for families living with disabilities in eastern Taiwan" project aims to improve the quality of life of these target groups in Hualien County. It offers five main types of services: 1) Delivering meals to homes; 2) Manning a 24-hour emergency hotline; 3) Helping with day-to-day living and securing funds for vulnerable families; 4) Supporting carers; and 5) Providing healthcare services at home or in the community.

Through this programme, the Mennonite Social Welfare Foundation aims to be able to assist around 600 elderly and disabled people each year, enabling them to maintain a good quality of life at home.
